California JJ Data Community Oversight Project

Every year, California’s counties report how they spend state youth justice funds and what happened to the young people in their systems. This project aims to bring them into one place, extracted, verified, and linked back to each county’s own document, so communities can read what their county told the state.

The California JJ Data Community Oversight Project

Under the Juvenile Justice Crime Prevention Act (JJCPA) and the Youthful Offender Block Grant (YOBG), every county files an annual expenditure and data report with the state Office of Youth and Community Restoration (OYCR). The reports name programs, dollar amounts, court outcomes, and the race and gender of the young people counted. They are public records, but published as separate documents, they are nearly impossible to compare.

This project treats those filings as what they are: each county’s own testimony about its youth justice system. We transcribe every figure as printed, check the arithmetic, flag what does not add up, show what was left blank, and link every number to the source document on the state’s website.

In time, this page will grow to include summaries and highlights of SB 823 / Juvenile Justice Realignment Block Grant (JJRBG) county reports, as well as of other county reports related to California’s youth justice system, including monitoring of Less Restrictive Programs (LRPs) across the state. For now, it starts with the 2025 JJCPA-YOBG reports.

JJCPA-YOBG Data Repository

All reports filed each year, county by county: system-contact data, court outcomes, arrests, and a full accounting of every funded program with each county’s own anomaly notes displayed and every card linked to the official PDF it came from.

Year-over-year comparisons as future report cycles are added, and an archived copy of every source PDF so citations survive changes to the state’s website. New datasets and tools will appear here as they are built.
